Solar and Wind Legislative Analysis

For a private sector client, Enegis provided a quantitative analysis of the proposed legislation to change the system of development for solar and wind projects on federal lands from a rights-of-way to a royalty-based system.   The analysis quantifies the impacts on developers and income to the government.

An economic model was developed to analyze approximately 1150 outcomes in terms of resultant royalty and other payments varying by electricity price and capacity factor.  Also commented upon in the report are the practical impacts for project developers, barriers to entry, and administrative burden for developers and the federal government.
